The Stem

  • If possible, make the stem a direct question.
  • The stem should present a clearly stated and complete problem.
  • Put all relevant material possible into the stem, not the alternatives.
  • Keep the stem as short as possible (by eliminating extraneous information).
  • The stem should be understandable before reading the alternatives.
  • Do not use unfamiliar terms in questions, even in the distracters.
