The Stem
- If possible, make the stem a direct question.
- The stem should present a clearly stated and
complete problem.
- Put all relevant material possible into the stem,
not the alternatives.
- Keep the stem as short as possible (by eliminating
extraneous information).
- The stem should be understandable before reading
the alternatives.
- Do not use unfamiliar terms in questions, even in
the distracters.
